This issue is somewhat common for more than just the Blue Ox Alpha 2 # BX7380. The first thing to do would be to make sure that the pivot points on the tow bar aren't getting clogged up with any debris, preventing them from pivoting. You can use some lubricant like # RM-747 to lubricate each point without attracting more debris.
